an authorized representative of the university before substantive recruiting discussions about a particular school take place but, I think these type things go on with regularity in some sports including basketball, baseball and softball and are a function of where the recruiting calendar/events overlap with the hiring cycle to make it advantageous to use the rules as they exist. No rules, to the best of my knowledge, against scouting and/or building relationships with people while still a free agent other than possibly having to walk a very fine line and be cognizant not to step over it.
